The UK cultivated meat sandbox

The UK's Food Standards Agency and Food Standards Scotland run a regulatory sandbox, launched February 2025, working with cultivated meat companies including Mosa Meat, Gourmey and Hoxton Farms to smooth the novel-food approval path through February 2027. Staged guidance documents address the technical and safety questions that most often stall applications, testing whether a country-by-country regulatory route can get cultivated meat to market faster than piecemeal approvals.

    The Novel Foods Expert Network, a UK industry group, raised $650,000 from Coefficient Giving to speed regulatory approval for cultivated meat and precision-fermented proteins; the network has engaged more than 260 organizations and individuals across 14 countries since its September 2025 launch. The funding comes as a looming UK-EU trade deal threatens to void existing FSA clearances and push firms onto the EU's novel-food process, which can take six years.

    The FSA and Food Standards Scotland published four new guidance documents on cell-cultivated meat, the second tranche from their regulatory sandbox, covering food hygiene rules, cell line characterization and taste-trial requirements, following an initial batch released in December 2025.
