The blind-approval testing fight
UK law lets labs run animal experiments under generic 'blind approval' licenses that clear projects with no public scrutiny of what happens inside. A cross-party group of MPs is now pushing to end the practice as scrutiny mounts over how many animals these licenses cover and which species are being used more, not less.

27 UK MPs across six parties, led by Labour's Neil Duncan-Jordan, backed a motion to end 'blind approval' animal-testing licenses that let labs run experiments with no public scrutiny. Six generic service licenses granted in the first three months of 2026 alone authorized more than 100,000 animals for use over the next five years, even as overall UK animal testing fell 4% from 2024 to 2025 alongside a rise in the use of dogs, cats, monkeys and horses.
