Phosphorus builds bone and tooth mineral, forms part of every cell's DNA and RNA, and powers ATP, the molecule cells actually spend as energy. Getting too little of it is not the story here. If anything, the population data run the other way.

Human intestines lack the enzyme that breaks down phytate-bound phosphorus, so a meaningful share of what a nutrition label counts in beans, grains and seeds simply passes through unabsorbed. Set against a population that already eats more phosphorus than it needs, that is closer to a mild buffer than a shortfall.
The hidden load isn't from produce
The bigger phosphorus story in the American diet is not whole food at all.

Those additives, used to preserve moisture and stabilize processed and frozen foods, concentrate in processed meat, cheese, cola and packaged bakery goods rather than in whole plant foods, so a diet built around beans, grains and vegetables tends to carry less of this specific load, on top of the phytate discount above.
Deficiency is not the risk
Actual phosphorus deficiency looks nothing like a dietary gap.

Where clinicians do restrict phosphorus, it is almost always for chronic kidney disease, and the guidance leans toward plants rather than away from them.

That guidance is specific to advanced kidney disease and belongs with a treating clinician, not general advice. But it underlines the same point running through this page: plant-sourced phosphorus is the gentler version of a mineral most people already get plenty of.
