The plant part
Chocolate starts as the seed of Theobroma cacao, fermented, dried, roasted and ground into cocoa mass, then split into cocoa solids and cocoa butter. Every one of those steps is plant processing. A bar of plain dark chocolate is typically cocoa mass, cocoa butter, sugar, an emulsifier that is usually soy or sunflower lecithin, and sometimes vanilla, which is why so much dark chocolate is vegan by accident rather than by design.

Milk chocolate is not a variation on dark chocolate. It is a different product with dairy built into its legal definition.

So both are settled questions, and no reading of the label will change them. Vegan milk chocolate exists and is made with oat, rice, almond or coconut milk powder in place of dairy; it is labelled clearly because that substitution is the product's entire pitch.
The dark chocolate catches
Dark chocolate still needs a glance. Lecithin (E322)The emulsifier in your chocolate is almost always soya or sunflower, both vegan. Just now and then, especially in baked goods, it is whipped from egg yolk instead.
